Overview
The Advisor, Payments Policy, reports to the Vice President of Payments Policy, and leads research, analysis, policy development and advisory services regarding financial industry payments policy issues and trends. The incumbent will lead work with members to influence areas of public policy, legislation and regulation related to the broad spectrum of payments including, but not limited to, federal and provincial governments and agencies, regulatory bodies and supporting entities.
Description of Responsibilities
- Lead research, recommend strategic analysis/advice, and coordinate the development of industry policy positions for submissions and other industry advocacy initiatives;
- Work with members on advocacy approaches to support industry policy positions;
- Initiate, evaluate and report to members on emerging provincial, national and international trends in financial consumer issues as they relate to payments in Canada and recommend strategies for the banking industry;
- Work proactively with member banks, stakeholders, government officials and CBA staff on payments issues and initiatives to develop approaches that benefit payment ecosystem users and reflect the banking industry’s perspective e.g., Payments Canada’s payments modernization initiative;
- Initiate, develop and maintain positive working relationships with members, government officials (e.g., the Department of Finance, Bank of Canada) and interested stakeholders (e.g., Interac, card networks, consumer groups, fintechs) ; and
- Assist the Payments and Digital Division with various projects as assigned.
Key Qualifications, Abilities and Skills
- Post-secondary degree in economics, business, political science, consumer affairs or related program of study along with 5 - 7 years of payments and/or policy experience
- A strong team player who works well with others both internally and externally
- Very strong written and verbal presentation skills with the ability to craft and present persuasive advocacy positions; to write letters, reports, and submissions clearly and concisely, with focused and substantiated arguments
- Innovative and proactive issue manager
- Understanding of public policy and legislative development processes
- Ability to understand and analyze legislative and policy proposals to identify potential industry impact and concerns
- Strong original research, data-gathering, and data-analysis skills
- Strong ability to seek common ground and forge a consensus amongst members
- Ability to manage multiple projects and issues
- Knowledge of the banking industry would be an asset
- Ability to speak and understand written French would be an asset
